Son of James Francis and Margaret (nee Hill) Crow of Torwood/Forwood, Riddell, Victoria
In 1863 Thomas Murray and Peter Hill had formed a partnership as Murray & Hill, building contractors and joiners, with premises in Victoria Parade, East Melbourne. In the early 1880s the partners retired and the business was continued by Thomas Murray's nephew, John Murray, and an employee of the firm, James Francis Crow, and was then known as Murray & Crow. The business continued until 1911, and in the years of its existence built many houses in East Melbourne. Crow, a resident of Gisborne, married Peter Hill's daughter in 1890 at the Hills' home, 92 Vale Street, East Melbourne.
